Winter Heating Assistance: State Allocates $86M to LIHEAP Program

State officials are stepping in to ensure that no one is left in the cold this winter. Officials announced Thursday that they are committing $86 million to the Low-income Heating Assistance Program (LIHEAP).

They say that can only happen if Congress allocates funding. However, President Donald Trump's budget eliminates LIHEAP funding. Meanwhile, congressional Republicans are pushing back by proposing a slight increase to the program.
 

Government-backed benefits that help with utility bills

If you're struggling to pay your energy bills, several federal and state programs can provide assistance.

1. Low Income Home Energy Assistance Program (LIHEAP)

LIHEAP is a federally funded program that helps low-income households pay their heating and cooling bills. The program provides cash grants, crisis assistance and weatherization services.

2. Weatherization Assistance Program (WAP)

The Weatherization Assistance Program helps low-income families make their homes more energy efficient by installing insulation, sealing air leaks and upgrading heating systems.

  • Eligibility: Priority is given to elderly, disabled and families with children.

3. Supplemental Energy Payments (Pennsylvania example)

Some states, like Pennsylvania, are issuing one-time supplemental payments to LIHEAP recipients. Approximately 193,000 households will receive a $100 boost toward their energy bills.

  • Eligibility: Households that received LIHEAP during the 2025–26 season and include at least one member who has a disability, is age 60 or older, or is a child under 6.

  • How it works: Payments are sent directly to the same utility company or home heating fuel vendor that received the household's original cash grant.
     

4. State-Specific Energy Assistance Programs

Many states have additional programs to help with utility bills. For example, Connecticut has committed $86 million to LIHEAP, while Illinois is expanding eligibility for LIHEAP benefits.
